Technical Services Director (#217)

Are you passionate about overseeing and guiding various technical and operational functions within the organization including waste and water management, utility operations, community construction projects, environmental health risk management, public health, economic development, and communications related to these areas? This role requires technical expertise, communication skills, cultural sensitivity, and ability to collaborate and influence various stakeholders within the communities. The role will report to the Chief Executive Officer.
Responsibilities:
- Collaborate with the CEO and Board of Directors to set strategic direction for technical services, economic development, and communications initiatives.
- Design and implement comprehensive technical and economic development strategies that align with IFNA’s mission and deliver sustainable community benefits.
- Provide leadership and oversight to multidisciplinary teams across infrastructure, environmental health, water, wastewater, communications, and economic development.
- Manage functions including hiring, performance management, discipline, and terminations within the technical services team.
- Develop and manage budgets, allocate resources effectively, and report on financial performance and operational efficiency.
- Act as a representative of IFNA, engaging with stakeholders, partners, and agencies to promote organizational goals and build collaborative relationships.
- Lead the development of inclusive and culturally relevant communications plans to engage and inform IFNA member communities.
- Oversee compliance with all relevant technical, environmental, and health regulations, promoting best practices in risk mitigation and community safety.
- Promote and educate IFNA member communities on compliance and risk management initiatives to enhance local support and engagement.
- Direct the development and implementation of critical programs in water and wastewater management, environmental health, and communications.
- Collaborate on emergency response planning to ensure organizational readiness and effective crisis management across technical areas.
- Support and enhance IFNA’s public image by coordinating internal and external communications in partnership with the Communications Manager.
Position Requirements:
- Bachelor’s degree or higher in a relevant field such as engineering, environmental health, or public administration.
- Minimum of 10 years of proven experience in technical leadership roles, managing diverse functions and multidisciplinary teams.
- Experience leading large-scale economic development projects and implementing action plans to promote investment and sustainable growth.
- Demonstrated experience working with First Nations communities, with sensitivity to cultural values and community-specific needs.
- In-depth knowledge of regulations and standards related to water, wastewater, environmental health, and community planning.
- Strong strategic planning, analytical, and decision-making skills.
- Exceptional communication, negotiation, and relationship-building abilities.
- Understanding of Indigenous history, traditions, and beliefs, with the ability to incorporate cultural practices into service delivery.
- Up-to-date vaccinations or valid medical exemption
- Ability to travel within the region and to IFNA communities via vehicle or small aircraft
- Valid driver’s license G, clear driving abstract, and access to a vehicle required.

Schedule: Primarily Monday to Friday with overtime and on-call availability.
Salary: $98,118 – $132,748
