JOB TITLE: Social Emergency Manager
POSITION SUMMARY:
The Social Emergency Manager reports to the Health Director. This position will aid the Shibogama First Nations Council (SFNC) communities to establish and review community Social Emergency Policies and Procedures. The primary objective is to develop capacity within the communities and partners through the five pillars of social emergency; prevention, mitigation, preparedness, response, and recovery.
QUALIFICATIONS:
·  Post-secondary degree, diploma, or certificate in a discipline pertinent to the job function
·  Knowledge of On & Off-Reserve health, Social services, Traditional healing services and Emergency     Management is an asset
·  Must possess excellent oral and written skills
·  Strong communication skills and ability to facilitate community meetings
·  Strong computer skills (Word, Excel, Powerpoint Outlook, Adobe)
·  Experience in office setting and the use/operation of office equipment
·  Able to travel when required and possess a valid Driver’s License
·  Understanding of Indigenous Cultural Traditions and practices
·  Ability to communicate in Oji-Cree is an asset
DUTIES & RESPONSIBILITIES:
·  Provide assistance with each community regarding their Social Emergency Plans and Protocols· Work with each FN to develop or review established Social Emergency Plans
·  Develop an annual work plan that includes consultation with communities during the planning process·
·  Travel to communities for consultation
·  Identification of community specific social emergency concerns for all hazards including risk management measures
·  Assist with mitigation activities aimed to identify possible social emergencies, recognize vulnerabilities, and take measures to prevent or reduce the consequences of social emergencies
·  Maintain response activities including: agency response, resource coordination, organizational structure, protection and warning systems and communication
·  Maintain activities to restore conditions to an acceptable level that existed prior to social emergencies· Assist First Nations with the completion of funding applications and applicable program funding· Coordinate, identify, and facilitate appropriate training for communities
·  Coordinate and assist communities during social emergency situations following the five pillars of social emergency management
·  Act as an incident commander during Social Emergency Response
·  Document and maintain program costs
·  Complete all appropriate program reporting including the following: pre/post site reports, training plans, and financial reports
·  Liaise between First Nation (client) and contracted professional service providers
·  Represent Shibogama First Nations Council at community meetings
·  Interface with outside delivery agents to accomplish and prepare submissions
