With its main administration office in Dryden and other office locations and ambulance bases across the District, the Kenora District Services Board (KDSB) is the integrated service delivery agency dedicated to improving everyday lives through early learning and care, housing, paramedic, and social services.
We are currently seeking to hire a Payroll and Benefits Supervisor located in Dryden, Ontario, to join our Human Resources team. Our employees enjoy a healthy work environment, professional development, and the opportunity to make a difference in others’ lives.
Reporting to the Director of Human Resources, the Payroll and Benefits Supervisor will provide oversight of payroll, pension and benefits administration, ensuring compliance with and application of related legislation, collective agreements and Kenora District Services Board (KDSB) policies and directives. The Payroll and Benefits Supervisor will ensure accurate, timely, and responsive delivery of payroll and benefits services by responding to and resolving inquiries related to pay, leaves of absence, the pension plan, and group benefits plans.
KEY RESPONSIBILITIES INCLUDE:
- Ensure data integrity and contribute to strong financial management of payroll and benefits programs through effective collaboration with the Human Resources and Payroll team and other departments as needed.
- Maintain and oversee payroll records within the payroll system, including employee payroll data, approved pay grids, deduction rates and distribution tables.
- Ensure payroll records and timesheets are secure, complete, and accurate, in compliance with internal controls, processes, and payroll requirements.
- Review and verify payroll transactions to ensure pay and deductions are processed accurately and consistently in accordance with applicable legislation, collective agreements, and KDSB policies and directives.
- Ensure payroll, pension, and benefits data is maintained and updated to support timely and accurate reporting, meet compliance requirements, and support a positive employee experience.
- Oversee and participate in payroll processing cycles (bi-weekly, monthly, quarterly, annual), including reconciliation and reporting requirements such as T4s, OMERS, CRA, EHT, WSIB, and group benefits.
- Oversee the accurate administration of pension plans and group benefit programs, ensuring compliance with legislative, contractual, and plan requirements.
- Supervise and evaluate the performance of the payroll team, providing mentorship, coaching, and training recommendations.
- Identify opportunities for system and process improvements, maintain accurate account coding, and provide program-level support to ensure data accuracy.
- Support audits, reporting requests, and compliance reviews related to payroll, pension, and benefits administration.
- Act as the escalation point for complex payroll, pension, and benefits issues, providing guidance and resolution as required, in collaboration and consultation with the Director of HR and other departments when needed.
- Perform other related duties as assigned.
SUCCESSFUL CANDIDATES WILL HAVE:
- Demonstrated knowledge, training and experience in payroll, pensions, and group benefits.
- Proven experience overseeing and administering payroll, pension, and benefits programs within a complex environment, including multiple collective agreements, organizational policies, directives, and legislative requirements.
- Strong analytical and problem-solving skills, including the ability to accurately perform calculations, manage multiple priorities, complete assigned projects to completion, and work effectively under pressure with frequent interruptions.
- Excellent organizational skills and attention to detail, combined with a high level of initiative and sound judgment to work independently with minimal supervision.
- Strong communication and interpersonal skills, with the ability to interact effectively and professionally with management, employees, Board members, the public, government and community agencies, while demonstrating a clear understanding of confidentiality, tact, and discretion.
QUALIFICATIONS WILL INCLUDE:
- Post-secondary diploma in Business Administration, Commerce, Payroll Administration or similar field from a recognized educational institution.
- Three (3) years’ experience in payroll, pension, and benefits administration with one (1) year of experience in a supervisory capacity.
- Payroll Compliance Professional certification is an asset.
- Must be able to provide a satisfactory Criminal Record and Judicial Matters Check.
- Legally eligible to work in Canada.
Along with an excellent benefits package and participation in the OMERS pension plan, we offer a salary ranging from $93,962.84 – $107,824.52 per annum (2025 rate, subject to change).
